Did ESA try to subcontract out its inspection and enforcement activities in the sector? Did it try to run a pilot project to subcontract out the work of 20 inspectors and 10 investigators?
Using independent private, for-profit self-employed inspectors and investigators would compel them to compete with each other for more inspections and convictions at a lower cost. There should be some pay back to the ESA from the private sector subcontractors for the privilege of acting on behalf of the Electrical Safety Authority!
Instead of paying out hundreds of thousands of dollars to employee inspectors and investigators, ESA could have received additional revenue from these subcontractors! Pay-per-conviction-investigators and pay-per-inspection-inspectors will be eager to do their best to conduct more inspections, get more violators, and more income. And at the same time they would be responsible, honest, hard working doing their best to keep a good job.
Anyhow, the ESA should increase fines and make the unlicensed contractors pay for their sins. ESA should not use fees collected from the law abiding Ontarians to pay for illegal activities of others.
Why should master electricians and electrical contractors pay for these ESA activities:
- community education and training
- public awareness activities
- research
- technical assistance and bulletins?
All these services are beneficial to general public and to all Ontarians. So why a small group of electrical PROs is required to pay for the well-being of the society as a whole?
Do you think that senior management of the Electrical Safety Authority is self-enriching, abusive, incapable, negligent, disorganized, monopolistic and worthless? If yes, then ask them to answer these and other questions.
The ESA delivers a wide spectrum of services, including:
- enforcement activities
- compliance and investigation of unlicensed contractors
- laying of charges
- root cause analysis of investigations
- etc.
Why should the law abiding electrical workers pay for these services?
Violators should pay for their illegal actions.
ESA received Licensing Revenue from electrical contractors & master electricians
FY2013 - 3,578,000 (FY2013 stands for Fiscal Year 2013)
FY2014 - 3,727,000
in FY2013 ESA has spent $608,000 of contractor licensing revenue on public communications, education and awareness efforts like:
- live radio interviews
- taped radio interviews
- audio news releases
- television segments
- information toolkit distribution
- public education
- awareness campaigns
and in FY2014 $671,000 or about $63,000 more!
$608,000 is 17% of $3,578,000 FY2013 income
and
$671,000 is 18% of $3,727,000 FY2014 income
Meaning that in just two years you and I paid almost $1.3 millions out of our pockets on the province wide public education and awareness.
We are asking again, why should a few thousand of electrical contractors and master electricians pay for the public education, awareness, and electrical safety of the entire province?
Government should pay for the services beneficial to general public and to all Ontarians.
