Ministry of Government and Consumer Services and Electrical Safety Authority, a back-scratching alliance
On paper:
The Ministry of Government and Consumer Services (MGCS) and ESA exercise their powers to improve electrical safety and promote the well-being of the people of Ontario.
But in reality the opposite is true:
MGCS uses a catchy "improve electrical safety" slogan to pass legislation enabling ESA to collect unnecessary fees under the same slogan.
MGCS appoints three directors to ESA board. This creates an apparent conflict between the public duties and private interests of its directors. ESA is now made of ESA businessmen and MGCS public servants working together on the board of a government-granted private monopoly (MGCS has granted this monopoly status to ESA).
The MGCS/ESA symbiosis acts as a lawmaker, regulator, investigator, enforcer, prosecutor, judge, and often as the offender (abuser of power). ESA is also a direct beneficiary of all the aforementioned points. It uses its absolute monopolistic power to impose various repeated, multiple, and excessive fees on electrical workers and Ontario public. Then it legally diverts collected funds into own pockets. ESA executives get lavish salaries, benefits, and pensions.
And ESA pays large amounts of money to MGCS.
MGCS, in turn, passes favorable legislation allowing ESA to extract even more money from the public.
Improving safety and public interest are replaced with self-interest.
The MGCS/ESA symbiosis. The three vicious cycles:

a) MGCS bureaucrats pass favorable legislation.
b) ESA executives use it to collect more redundant unnecessary fees and fines, they put more money into own pockets
c) ESA pays more money to MGCS's for its work of passing "good" legislation. Then it loops back to point a).
Tens of millions of dollars is a honey pot for scammers. They unite in a feeding frenzy legally pocketing easy money, more of it every year.

When questions are asked or concerns raised, both MGCS and ESA hide the truth and facts, get deaf and mute. Complaints produce no results. Investigations do not exist. MGCS and ESA have conspired to sabotage and obstruct any attempts to expose the truth. The alloy of bureaucracy, monopoly, conspiracy, and organized crime is as solid and immune from prosecution as ever.
Cover up and sabotaging the truth together is a second vicious circle and a crime.

Electrical workers and Ontarians refuse to pay multiple unnecessary fees that are too high. The work goes underground. It is neither controlled nor inspected anymore.
The electrical safety deteriorates or doesn't improve as fast as it could.
Preventable fires and fatal avoidable accidents are the result of the classic reciprocal back-scratching alliance.
This is a third and tragic outcome for the victims, families, the public, and electrical safety in Ontario.
